Tauranga was gazetted as a city on 17 April 1963, but lost this status in 1989. Tauranga became a city for the second time on 1 March 2004.

Tauranga Borough Council: Petitions organised by the Tauranga Town Board saw the Borough of Tauranga gazetted on 21 February 1882. The population at the time was 1,258. George Vesey Stewart was elected Mayor at the first council elections on 15 March, and the first meeting of the Tauranga Borough Council was held on 17 March.

Tauranga City Council: The Borough increased in size with the additions of 17th to 23rd Avenues (1946), Ōtūmoetai East and Judea (1949), Fraser Street (1958), Maungatapu, part of Hairini and Motuopuhi (1959), the balance of Ōtūmoetai (1962) and Greerton (1963). These additions brought the population to 21,500 and saw a renaming to Tauranga City Council when Tauranga was gazetted as a city on 17 April 1963. Prior to the sweeping 1989 local government reforms, a borough council with more than 20,000 people could be proclaimed a city.

Tauranga District Council: The 1989 reforms saw Tauranga lose ‘city’ status. Tauranga and Mount Maunganui District Councils amalgamated, along with Bethlehem and Papamoa Beach, becoming Tauranga District Council.

Tauranga City Council: The population of Tauranga reached 100,000 people on 1 March 2004, and Tauranga became a city for the second time.

Tauranga County Council: The 1876 Counties Act established the Tauranga County Council. Just before Christmas 1876, elections were held in Tauranga, Katikati and Rotorua. On 10 January 1877 the first meeting of the Tauranga County Council was held in Tauranga Courthouse. The first chairman was G. B. Morris. As a result of the 1920 Counties Act, the Katikati and Te Puke Road Boards were dissolved and merged into Tauranga County Council. The 1989 local government reforms saw Tauranga County Council renamed Western Bay of Plenty District Council and the inclusion of Te Puke, Omokoroa, Katikati and Waihi Beach.
