Herbert Pengelly Mansel was born in Tauranga on 6 March 1895. His parents were Robert and Agnes Elizabeth Mansel (nee Talbot).

Herbert was a farmer and a Hauraki Regiment Volunteer from 10 November 1911.

He enlisted on 18 October 1915 with the Auckland Mounted Rifles. His last rank was trooper (Service No. 13/2843). He died of malaria in Palestine on 23 October 1918, aged 23.
