In 1989 sixteen acres of land in an area of Welcome Bay, Tauranga, in the area known as Maungarangi or the 'Heavenly Hills' was purchased on which to establish the Tauranga Rudolf Steiner School. The name of the school was changed in 2012 to the Tauranga Waldorf School.

When the land was originally purchased the only building standing on it at the time was an old cowshed. This cowshed, along with two other buildings leased from the Ministry of Education, prepared the foundations of the school. In 2009 Debbie McCauley wrote the following poem about the land the school stands on:

Maungarangi: Heavenly Hills (Maungarangi is the Māori name for our school. It means ‘Heavenly Hills’)
 
These heavenly hills known as Maungarangi,
gaze around the Welcome Bay vista,
across the dazzling blue harbour
and mangrove bound mudflats.
 
They feast their lofty eyes upon our school
nestled with aroha within their warm embrace,
as they play kaitiaki to our beloved tamariki
who daily gambol with abandon upon their slopes.
 
Benevolently, they keep watch over us all
as we lovingly care for their gentle contours,
restore their wetlands, plant and till their soil.
These heavenly hills known as Maungarangi.
